| 行蓄洪区是我国江河防洪系统中的重要组成部分，随着人口的增加，社会经济的发展，行蓄洪区内的经济发展与防洪的矛盾日益突出，人居环境差，分蓄洪区运用难度逐年增大。本文在行蓄洪区移民于镇的必要性和可行性分析的基础上，着重分析了移民安置环境容量评估中重点考虑的问题，探讨了鼓励行蓄洪区移民的政策，对移民于镇资金筹措的渠道及政策提出了建议。 |

| Flood retention areas play important role in flood control of China.However,the contradiction between development and flood control is getting intensified due to the rapid growing of population.Based on the analysis of necessity and feasibility of resettlement from flood areas to township,the problems may occur to the assessment of resettlement capacity are investigated.The policies for encouraging the people to move are recommended and the funding scheme for supporting the resettlement is suggested. |
