| 论文通过分析主汛期产水量与河湖库容积的关系以及水资源量的供需关系，对湖南省水安全水平作了大概的评价，结果表明：主汛期产水量与河湖库容积严重失调；水资源量供需缺口增大。而多年的水土流失和社会经济的快速发展是导致水安全水平明显下降的主要原因。为此，提出了全方位展开水土保持生态环境建设，大力挖掘水利工程防洪灌溉潜力，加大洞庭湖的综合治理力度，积极开发避洪耐旱型生态农业，改善江湖水环境质量，以强化水的安全保障作用。 |

| The assessment of water security problem in Hunan Province is given according to the analysis on the relationship between water output amount and reservoir volume and the relationship between water demand and water supply in flood season. It shows that these relationships are imbalance and the lack of water resources is tremendous. Soil erosion and highspeed development of social economy are the main factors causing the descending of security level. For this reason, some recommendations including water conservation enhancement, elevation of flood control level,harnessing of Dongting Lake and development of drought resistant agricuture are suggested. |
