| 本文分析了我国自20世纪末以来由于经济和社会变化产生的水问题，即包括城市化进程不断加快所导致的城市用水量的不断增加，以及城乡之间水事关系的日益密切；然后从制度的角度分析了水管理模式的改革，即要求改变过去的层级分解-信息包裹模式，建立一定的协调机制或合并有关机构；最后指出在实施城乡水务一体化管理以后，仍然需要正确协调和处理水的资源管理、服务管制和环境管理之间的关系。 |

| Since the end of last century, China has experienced the great social and economic change and this resulted in new water issues influecing the water management institution. Refer to these changes, at the end of 1990, water administrative departments in China is promoted to implement integrated urban and rural water affairs management, in the form of water function integration from other departments. This paper analyzed the water issues resulted in this reform, including fast growth of urban water demand driven by the fast urbanization in China, increased impacts between urban and rural water affairs, and hydrological relation in water cycle. Under such change, from an institutional aspect, it is required to reform the current water management institution, reform previous hierarchical decomposition and information encapsulation model and develop some kinds of coodination and communication mechanism, or integrate relevant departments. But after the reform, it needs to deal with the relations between water resources management, water service regulation and water environmental management clearly. |
