| 在总结土壤水研究现状和对土壤水的资源价值认识的基础上，重新定义了土壤水资源，并闸述了土壤水资源评价的必要性。文中指出，土壤水资源是指一个地区包气带内能被人类生产和生活直接和间接利用的土壤水含量，它包括四大指标，从其作用范围出发的可被作物直接吸收利用的土壤水资源量，最大可能被利用的土壤水资源量；从其作用的目标出发的用于国民经济的土壤水资源量和用于维持和恢复生态环境的土壤水资源量。并在此基础上初步构建了土壤水的评价体系。 |

| A review on current situation of research on soil water resources is presented. Based on the concept of value, a new definition of soil water resources is suggested and the importance of assessing the soil water resources is expounded. The soil water resources are defined as the regional suspended water, which can be directly utilized for producing and living of mankind. The index system for assessment is established. It includes four indexes:the amount of water which can be absorbed by the plants, the maximum utilizable amount of water, the amount of water which can be used for developing national economy and the amount of water for maintaining and recovering the eco environment. The mthods for calculating these indexes are proposed. |
