| “宽河固堤”和“束水攻沙”是黄河下游治理的两种基本方略，两者皆从某个方面掌握和运用了黄河洪水泥沙运动的基本规律，但从整体上看又都具有较大的局限性，作者认为，通过进一步加强枯水河槽整治、滩区人工放淤和二级堤防建设等措施，能够逐步形成较为完善的下游河道排洪输沙体系，实现大洪水确保两岸大堤安全，中常洪水保障滩区生产。 |

| “Keeping a broad plain with solid embankment” and “clearing sediments by means of converting flow” are the general strategies for harnessing the Low Yellow River.Based on the integration of these two ideas a series of measures for harnessing are suggested.It includes:further harnessing of the channel for dry season,silting pounds in the flood plain and constructing a secondary embankment. |
