      文章提出改变套用苏联水库防洪标准的模式，改为美苏模式相结合，以减小大型水库的设计洪水数值。这样，估计对于已建的420座大型水库，至少可以减少约200亿m3的防洪库容，用于蓄水兴利，以缓解我国日益突出的水资源供需矛盾。
英文摘要:
      A new flood prevention standard of reservoirs in China is proposed. The standard is a combination of the American pattern and Soviet Union pattern. According to the new standard the design flood should be reduced, at present, about 20 billion m3 of storage prepared for flood control can be minimized. It means that a large amount of reservoir storage can be used for benefit.
