| 本文针对缺水地区水资源时空分布不均及丰枯交替频繁，尤其是连枯年份高频率出现的特点，采用优化和模拟技术，建立了适用于多水源、多工程、多用户等复杂条件下具有可操作性的水资源预分配管理模型，以实现水资源在各地区、各部门、各行业层次上的分配。在此基础上，还研制出按节水水平高低和企业用水重要性大小进行配水的管理模型，从而达到了在实际水资源管理的直接对象——企业间的优化配置。此外，文中还提出了应付特枯水年和连续枯水年的对策。本模型经山东省高密、龙口等市应用，效果较好。 |

| In accordance with the characteristic of water deficient area that the water resources distribution is uneven both in time and space, a model for water resources pre\|allocation is developed on the basis of optimization theory and simulation technology. In the model the complicated conditions including multiple water resources, multiple hydraulic engineering and multiple water users are considered. It realizes the reasonable allocation of water resources among area, sectors and enterprises. Furthermore, the sub\|model for water allocation among enterprises according to the water saving level and significance of the enterprise is also established. The model is applied to water resources pre-allocation of Gaomi City and Longkou City, Shandong Province. Countermeasures for dealing with the dry period are proposed accordingly. |
