| 为使水库防洪功能与兴利功能尽可能结合起来，更好地提高洪水资源利用率，本文探讨了利用水文和气象等预报信息来指导水库实时调度。研究了实施防洪预报调度方法的内涵、机理、需要满足的基本条件等几个关键问题，结合碧流河水库的应用实例来说明该方法的实用性和可行性。实例证明，碧流河水库采用以累积净雨总量控制的防洪预报调度运用方式，可提高洪水资源可利用量约4000万m3。 |

| The approach to realize the real time regulation of reservoirs according to the flood forecasting on the basis of hydrological and meteorological forecasting is proposed. The significant and procedure of this new regulation principle as well as the basic requirements are investigated. The application of this method to the regulation of Biliu River Reservoir shows that by adopting the principle of controlling the accumulated net rainfall volume, the utilizable water resources increases by 40×106m3. The target of coordinating the requirement of flood control with promotion of water resource utilization rate is realized. |
