| 本文回顾了长江三峡工程的民主与科学决策过程，针对建设过程中各方面提出的疑虑进行了论述。从长江的历史演变客观规律和当前防洪、发电和航运需要论证了工程建设的必要性。认为水库的淤积问题，通过采取“蓄清排浑”方式运用以及多种措施，可以防止水库末端淤积上延；由于三峡水库库容相对于丰沛的长江径流量并不很大，通过合理调度，并加强水土保持，绝大部分有效库容可以长期保持。移民工作正顺利进行。水库对环境不会造成大的影响，但水质污染以及有关环境影响问题尚需深入研究并认真对待。工程建设投资使用合理，可以有效地控制在预算额度内。 |

| A review of the democratic and scientific procedure of the decision making for the construction of Three Gorges Project is presented. Discussions are made regarding the questions and uneasiness raised by various sectors during the construction period. The necessity for the construction of the Project is verified through various ways including the objective laws of the historical evolution of the Yangtze River as well as the present requirements of flood control, power generation and navigation. As for the siltation of the reservoir, the adoption of “storing clear water and releasing muddy water" and other multiple measures can prevent the extension of siltation in backwater reaches of the reservoir. Most part of the reservoir storage volume can be maintained for a long time because of the storage volume is not too large as compared with the abundant runoff of the Yangtze River. In addition, rational dispatching of the reservoir and the intensification of water and soil conservation works will be effective in this issue. The resettlement work is now being carried out smoothly. The reservoir will not produce significant impact on environment, but water pollution and environmental problems still need careful study and treatment. The disbursement of construction cost is reasonable, it can be controlled within the norm of the budget. |
