| 在分析北京市水资源利用现状的基础上，提出并开发了基于规则控制的北京市水资源配置模拟模型。通过分析水资源系统供、用、耗、排主要环节中所涉及的要素和相互连接关系，抽象概括出系统中的主要对象，建立了满足北京市配置目标要求的水资源系统网络概化图。在模型中，以1956～2000年45年的长系列水文历史数据和未来规划水平年需水预测数据为基础，通过控制水利工程运行规则、渠道过水能力、用水户受水优先序等变量，以及对天然与人工二元耦合情况下水资源在网络系统中运移转化和相互作用过程的模拟，实现北京市水资源的综合配置。 |

| Based on the present situation of water resources utilization in Beijing a rule guided water resources deployment model is developed. On the basis of analysis on the relevant elements in the process of water supply, utilization, consumption and drain age as well as the relationships among them, the basic objectives are summarized and the generalized sketch of water resources system network for fulfill the deployment objectives is established. According to the historical hydrological data from 1956 to 2000 and the predicted water demand for city development planning, the comprehensive deployment of the water resources in Beijing city can be realized by controlling the operation of relevant hydraulic engineering and capacity of water conveyance system as well as the priority of consumers. |
