| 本文将跨流域调水工程进行概化处理以分析本地水资源和从外调入水(简称外调水)之间的联合调配方式。针对两部制水价运行管理机制，提出符合实际管理需求的两阶段补偿式外调水配置算法，实现本地水和外调水的联合配置。算法中第1阶段进行外调水优先利用量的配置，第2阶段在本地水供水后对外调水进行补偿配置，可以实现满足总体分水原则下的外调水合理配置过程。采用该算法对规划水平年下的海河流域在南水北调工程实施后的配置进行了分析，并模拟了不同策略下的调水分配方案。 |

| Based on the management principle that the water priceis composed of the basic price and metered water price, a stepwise compensatory allocation method to realize the joint deployment of local water resources and inter basin diverted water is suggested. In the first step, the amount of water diverted from other basin is allocated to users according to the principle of sufficiently utilized. The second step is to carry out the allocation of residual part of diverted water after the local water resources is allocated. By using this algorithm two kinds of water resources can be allocated to various users according to the basic principles and constraints of allocation of diverted water. The objective and corresponding process are controllable by the parameters in the algorithm, so that the implementation of scenario analysis for supporting the decision making idea can be realized. This proposed method is applied to analyze the water resources deployment in Haihe River basin after the South to North Water Transfer Project put into operation. |
