      本文建立了城市水资源实时调度与管理理论框架,根据实时调度与管理的内涵以及水资源信息的获取、存储、分析、决策与实施的过程将框架分为数据获取、数据管理、评价、预报管理、调度及实施与控制7个层次,以及实时评价、实时预报、实时管理和实时调度4个主要决策部分。并在所建立的城市水质、水量模拟模型的基础上,构建了集城市水资源实时评价、预报、管理与调度等功能于一体的面向用水户的城市水资源实时调度与管理整体模型,给出了水资源实时预警(报警)指标、等级、审批权限与发布流程,为城市水资源科学管理和优化调度提供了重要依据。
英文摘要:
      A theoretical framework of real time dispatch and management of urban water resources is established. The framework is divided into seven layers including the layers for information acquisition, data management, assessment, forecast management, dispatch, implementation and control according to the whole process beginning from information gathering to implementation of dispatch scheme. The flow chart of the system consists of four parts: real time assessment,real time forecast, real time management and real time dispatch. On the basis of the model for simulating the water quality and water amount a real time dispatch and management model of urban water resources integrating the functions of real time assessment, forecast, management and dispatch facing the water users is proposed. In the model the indexes of alarm, grades, privilege of approval and the process of promulgation are stipulated.
