| 对鄱阳湖地区水资源季节分布不均及其干旱问题进行了分析，从防洪与抗旱统筹的角度，提出从工程措施和非工程措施两方面加强洪水资源利用，以解决枯季干旱缺水的问题。在对洪水资源潜力进行估算的基础上，提出了加强洪水资源利用的主要设想，认为鄱阳湖洪水资源丰富，通过在湖口设置可调节式溢流堰，结合U型活动闸的仿都江堰方式，可在不影响防洪和江湖联通性的前提下，适度延缓汛后湖水外泄，以增加湖的蓄水量备枯季抗旱和维系湖区水生环境。 |

| The problems of seasonal uneven distribution of water resources and continuous drought in recent yeats in the Poyang Lake are analyzed. Based on the assessment on the potentiality of floodwater resources，an idea from the view point of giving attention both to flood prevention and drought fighting is suggested.The core of this suggestion is to reasonably utilize the floodwater by means of engineering and non engineering measures，since the floodwater of the lake is abundant.Under the conditions of flood prevention is ensured and the waterways linking the lake and rivers will not be blocked. By establishing and effective controlling adjustable spillways at the inlets and outlets of the lake，the floodwater can be reasonably detained in the lake for mitigating the problem of seasonal drought and fulfill the need of eco environment. |
