      将基于广义ET的区域水资源与水环境综合规划理论与方法应用于天津市,按照“制定目标ET-方案设置-情景模拟-方案评价-方案推荐”的规划方法,提出天津市基于广义ET的水资源和水环境综合规划方案。依据构建的区域水资源与水环境综合模拟模型、量化准则及方案优选方法,以天津市为例进行了应用。针对2020水平年南水北调东线不通水的情况,提出针对天津市水资源与水环境规划的七大总量控制:ET消耗控制量为74.7亿m3、地表水取水控制量为32.3亿m3、地下水取水控制量为1.2亿m3、国民经济用水控制量为28.8亿m3、生态修复用水控制量为3.2亿m3、污染物排放氨氮控制量为1.02亿t、COD控制量为7.5亿t、入海水控制量为16.4亿m3。分析结果表明,基于广义ET的区域水资源与水环境综合规划理论与方法有利于合理解决天津市水资源紧缺、地下水超采、环境污染等问题,支撑天津市社会经济和生态环境的可持续发展。
英文摘要:
      The study focused on the application of the theory and methods of integrated water resources and environment planning based on ET control to the Tianjin city. Seven water amount control schemes with the Middle Route of South_to_North Water Transfer Project taken into account were recommended as follows:7.47 billon m3 of total ET control, 3.23 billon m3 of surface water consumption control, 0.12 billon m3 of groundwater consumption control, 0.32 billon m3 of ecology consumption control, 2.88 billon m3 of living_industry_agriculture consumptive control, 0.102 billon t of ammonia N discharge, 0.75 billon t of COD discharge and 1.64 billon m3 of outflow to sea. The results revealed that the theory and methods of integrated water resources and environment planning will play a important role in solving water resources scarcity, ground exploration, water environment pollution, and greatly promote the sustainable development in society, economy, ecology and environment.
