| 水权初始分配是水资源管理的总需求，更是我国进行节水型社会建设的核心和前提。我国目前有关水权初始分配的理论和实践尚不能满足水资源管理的现实需求。基于此，本文尝试根据我国水资源状况和水资源管理需求实际，在对水资源使用权初始分配基本概念和分配特征辨析的基础上，建立分配的总体框架，分析分配的实现技术。以期能为我国节水型社会建设和水权分配实践提供理论支撑。 |

| The initial allocation of water rights is the total demand for water resources management，and
the core or prerequisite for construction of water saving society. The current theory and practice about the initial allocation of the water rights are quite limited，and can not meet the demand of the water management in practice. In order to solve this problem，an overall framework of the allocation based on the analysis of the basic concepts and features of the water rights initial allocation is developed and the technology for realizing the allocation is proposed. This article can provide some theoretical insights for the construction of a water-saving society and the allocation of the water rights in China. |
