      本文提出了动态水权的基本概念及特征,研究了动态因素影响下水市场参与者活动及区域内水权交易的效益最优问题。以无定河流域陕西省境内水权配置为例,建立了其在丰枯期、节水潜力双因素变化下的动态博弈模型,并运用蚁群算法实现了模型最优求解。结果表明:枯水期靖边县、米脂县成为用水户,榆阳区、横山县和绥德县为转让户,转让户产生最大效益为1 320万元,用水户及时弥补了缺水并产生效益为1 850万元,区域总效益达到3 170万元。模型能实现动态因素影响下的转让户、用水户及其区域总效益的最大化,为实现区域水资源的优化配置提供了重要的方法。
英文摘要:
      Basic concept and the characteristic of the dynamic water rights is suggested in this article,and the optimal benefit for water market participants and water right trading in a certain region are discussed under the influences of dynamic factors. Taking the water rights allocation of the Wuding River basin in Shaanxi Province, China, as an example, the gaming model is established under the influences of dry or wet period as well as affected by the water saving potential,and solved optimally by the Ant Colony Algorithm. In the dry period, the Jingbian County and Mizhi County become users, and the counties Yuyang,Hengshan and Suide become transferor. The transferor realized optimal benefit about 13.2×106 yuan, and the users offset the shortage of water timely, producing benefits about 18.5×106 yuan. The total benefit in the region reaches 31.7×106 yuan. The example shows that the model can achieve optimal benefit of transferor,user,and the region under the dynamic factors,which provides an important method to achieve the optimal deployment of regional water resources.
