In consideration of the lack of water quota standards in nuclear-power industry, water resources argumentation for nuclear projects has faced difficulties which affect the water license approval and management for them. Supported by the Ministry of Water Resources (MWR) and China Guangdong Nuclear Power Holding Co., Ltd (CGNPC), the first fresh water balance test in nuclear project has been carried out in China. Base on the test results, the characteristics of water consumptions were analyzed, including total water consumption, nuclear island and conventional island water consumption, domestic water consumption in-plant,circulating pump water consumption and rinse water consumption by interpreting the common treatment of water in nuclear power plant during normal operation periods and overhaul periods. The results show that the annual fresh water consumption of the two sets of the second-generation nuclear power units with capacity of million-kilowatts is less than even 1/3 of the designed value. The water consumption in the conventional island is the maximum one, taking almost 30% of the total value. There is no significant correlation between water consumption and power output in nuclear power plant. The water withdrawals per unit power generation and per unit installed capacity are far more less than 30% of the limit of thermal power plant. The research findings could provide references for water design and formulating water quota standards in nuclear-power industry.
