      区域抗旱能力是指研究区域抵御和减轻干旱灾害,能够保障干旱期间生产、生活和生态等方面用水的最大能力。从干旱的一般定义出发,构造了区域抗旱能力系数(CRDRA),根据水量供需平衡分析,计算得到各来水频率下的CRDRA,进而对区域抗旱能力进行定量评价。安徽省的应用实例表明,评价水平年(2007年)下,安徽省的整体区域抗旱能力接近于能够抵御轻度干旱的水平。以不同来水频率下的CRDRA 测度区域抗旱能力强弱,其物理意义明确,计算方法直观、简便,可应用于大范围、逐时段、多区域间的抗旱能力评价和比较,为抗旱规划和旱灾风险管理提供重要技术支撑。
英文摘要:
      Regional drought resistance ability refers to the maximum capacity of the study area to resist and mitigate drought disaster and guarantee water supply for production, life and ecology during the drought period. From the general definition of drought, the coefficient of regional drought resistance ability which is called CRDRA for short is constructed. Based on the analysis of water balance between supply and demand, the regional drought resistance ability is quantitatively evaluated by calculating CRDRA with different water frequencies. The research result of CRDRA applied to Anhui Province shows that the level of Anhui’s regional drought resistance ability as a whole under the level year of evaluation (2007) is close to withstand the level of mild drought. It is of clear physical meaning and easy to calculate by using the method of CRDRA with different water frequencies to represent the strength of regional drought resistance ability that can be applied to evaluate and compare large range, by-period and multi-regional drought resistance ability, which offers an important technological support for drought planning and risk management of drought disaster.
