      水电生态红线是我国环境保护的创新型管理方法,科学指导水电开发,推动生态文明建设进程,具有重要的现实意义与指导意义。水电生态红线研究现处于初步探索阶段,本文构建了水电生态红线的理论框架,阐释了水电生态红线的概念、内涵、特征与基本原则,指出了水电生态红线的核心为规划红线、要素控制红线与管理红线的确定;同时就要素控制红线中——水电工程下游河道关键生态要素的控制阈值确定开展了初探,为开展水电生态红线的深入研究奠定了基础。

      Hydroelectric ecological line is an innovative management method of environmental protection for guiding hydropower development scientifically and promoting ecological civilization construction. At present,study of hydroelectric ecological line is still in the preliminary stage of exploration. In this paper,a theoretical framework of hydroelectric ecological line has been built, elaborating its concept, connotation, characteristics and basic principles. The core of hydropower planning red line is the determination of planning red line, element control line and management line. Based on the theoretical framework, threshold determination of key ecological control elements of downstream channel has been discussed. This paper lays the foundation for further study of hydroelectric ecological line.
