中文摘要:
      针对传统避洪技术防洪风险动态识别能力不足、风险人群识别追踪预警手段落后、实时洪灾避险路径优化技术匮乏、应急避险决策支持平台缺乏等四大问题,融合卫星遥感、GIS、无人机摄影等多源信息,利用数值模拟、多源LBS、大数据、电子围栏、实时通讯等技术手段,研发了适应不同分漫溃情景的超标准洪水风险快速建模与预判技术、风险人群精准识别预警与实时监控技术和避险转移路径动态优化技术。在此基础上,研发了基于空天地水多源信息、实时信息驱动的防洪应急避险决策支持平台,具有应急避险信息识别精准到人、避洪要素智慧管理、转移效果全过程评估等功能。成果在长江流域荆江分洪区进行了模拟应用。
英文摘要:
      In response to four major technical problems of traditional flood evacuation technologies:inade-quate ability to identify flood risks dynamically, backward methods of identification, tracking and early warning of threatened groups, inefficient optimization techniques for real-time flood disaster evacuation paths, and lack of emergency risk evacuation decision support platform, this article integrated multi-source information such as satellite remote sensing, GIS, unmanned aerial vehicles drone photography, and used technical means such as numerical simulation, multi-source LBS, big data, electronic fence and real-time communication, and put forward rapid over-standard flood risk modeling and judging technique to adapt to different scattering,overflowing and breaching scenarios,accurate identification,rapid early warning and re-al-time monitoring technology of threatened groups, and a real-time dynamic optimization technology for the transfer route of population evacuation. On this basis,a flood control emergency evacuation decision sup-port platform based on multi-source information of sky, space, earth and water and real-time information driven was developed. The functions such as information recognition of emergency evacuation to the crowd, the intelligent management of the evacuation elements, and the whole process of evaluation of the transfer effect were developed. The research results were simulated and applied in the Jingjiang flood diversion area in the Yangtze River Basin.
