大规模水电跨省跨区输送涉及送受端多个差异电力市场,如何协调不同市场交易促进水电消纳是我国电力现货建设面临的关键问题之一。本文提出考虑水电消纳的送受端市场日前现货协同出清方法,以直流联络线为协调因子,实现送、受端市场迭代出清框架的有效衔接;考虑直流外送计划确定巨型水电站发电能力、开停机、爬坡、上下游影响电量的边界条件,并耦合水电非线性特点和弃水控制要求,构建购电费用最小出清模型,优化送端全网日前现货出力;提出直流计划更新策略,依据电站弃水和电网断面控制,动态调整外送边界,实现受端市场迭代出清收敛。通过改进的IEEE300节点系统和云南电网实际工程验证,本文方法能够高效完成高比例水电市场现货出清,且能有效衔接市场出清结果与直流输送计划,实现流域梯级电量、水量精准匹配。 |

Large-scale hydropower transmission across provinces and regions involves multiple differentiated electricity markets at power-supply and recipient provinces or regions.How to coordinate different market transactions to promote the efficient integration of hydropower is one of key issues in the construction of China’s electricity spot market.This paper proposes a coordination method of electricity supply and recipient market day-ahead spot clearing considering hydropower absorption.An iterative clearing framework is developed with DC lines as the coordinating factor to decouple the power-supply and recipient markets.The boundary conditions of generation capacity,start-up and shutdown,climbing and daily power generation capacity of giant hydropower plants can be obtained based on the transmission schedules.With complex,nonlinearity hydraulic constraints and spillage control requirements,a clearing model with an objective of minimizing the total power purchase cost during the whole time horizon is constructed to optimize the day-ahead generation schedules at the power-supply market.Based on the spillage and power section control requirements,a method for updating inter-provincial transmission schedule boundaries is constructed to dynamically adjust the boundary values.The boundaries are integrated into the clearing model of the power-recipient market.The iterations are required until the algorithm converges.The proposed method was validated and analyzed with actual engineering examples in Yunnan Province and the modified IEEE 300-bus system.The results demonstrate that the method can solve the day-ahead spot clearing of high-proportion hydropower market in tens of minutes.The timeliness requirement is satisfied.Moreover,the day-ahead spot market clearing results and transmission schedules are coordinated.The reservoir discharge and power generation of the cascade hydropower plants are also matched correctly. |
