      通过工程实施前、后洪灾经济损失对比计算河道治理工程的防洪效益时,对效益构成考虑不全,降低了防洪效益计算的合理性。本文从概念上明确了河道治理工程的防洪效益由经济效益、生命效益和环境效益构成;引入统计生命价值,提出了洪灾生命损失货币量化方法;筛选出影响洪灾中环境价值损失的关键因素,构建了环境损失率计算函数,基于生态系统服务价值,货币量化了洪灾环境影响;结合洪灾经济损失,提出了洪灾综合损失评估方法;简化了计算防洪效益的频率法,提出了考虑洪灾综合损失的河道治理工程防洪效益量化方法。研究成果为洪灾损失量化和水利工程防洪效益计算提供了有效工具。
英文摘要:
      When calculating the flood control benefits(FCBs)of river training works by comparing the economic losses caused by floods before and after the work,the composition of FCBs is not fully considered,which reduces the rationality of the calculated FCBs. The FCBs of river training works were defined conceptually in this study,including economic benefits,life benefits,and environmental benefits. By introducing the value of a statistical life,the monetary quantification method of life losses caused by floods was proposed. After screening the key factors affecting the loss of environmental value caused by floods,the calculation function of environmental loss rate was constructed. The environmental impact caused by floods was quantified in terms of currency,based on the value of ecosystem services. The assessment method for comprehensive flood losses was proposed combined with the economic damages caused by floods. A quantitative method considering comprehensive flood losses was proposed for calculating FCBs of river training works with simplified frequency method. The research results provide effective tools for quantifying flood losses and calculating FCBs of hydraulic engineering.
