水沙调控是黄河流域系统可持续运行的重要抓手。本文提出黄河流域系统可持续运行的“139+”水沙调控指标体系,以全面覆盖和深度协同的理念,指导流域系统多目标协同水沙调控。该体系以黄河流域水沙调控多目标协同为总目标,包含行洪输沙安全高效、社会经济稳定发展、生态环境良性维持3个分目标及“9+”个具体目标,对不同调控需求及水沙情景,每个目标函数可选取某个或多个具体指标的加权值,且指标对应的权重也会随之动态调整。按照极枯水年“底线运行-降维优化”、偏枯水年“低限运行-降维优化”、平水年“适宜调控-多维协同”、偏丰水年和极丰水年“蓄洪调补-提质增效”的调控路径,具体分析了“139+”水沙调控体系在每种水沙情景中的表现形式。三门峡-小浪底水库多目标协同水沙调控结果表明,平水年行洪输沙-社会经济-生态环境三大子系统可达到优质协调,提升生态满足率和发电效益有助于提高耦合协调水平。 |

Water and sediment regulation is an important tool for the sustainable development of the Yellow River Basin system. This paper innovatively puts forward the water and sediment regulation system “139+” in the Yellow River Basin to guide the multi-objective collaborative regulation with the management concept of comprehensive coverage and deep coordination. The system takes multi-objective collaborative water and sediment regulation in the Yellow River Basin as the overall goal,including 3 sub-objectives of flood and sediment transport safety and efficiency,stable social and economic development,and benign maintenance of ecological environment. Besides,the 3 sub-objectives include “9+” specific objectives. For different regulation needs and water and sediment scenarios,the indicators can be selected flexible in the objective functions,and then the weights and thresholds will be dynamically adjusted accordingly. The expression forms of water and sediment regulation system “139+” in each water and sediment scenario are analyzed,according to the regulatory paths of “bottom line regulation-dimension reduction optimization” in extremely dry years,“low limit regulation-dimension reduction optimization” in dry years,“appropriate regulation-multi-dimensional coordination” in normal years,and “flood storage and replenishment-quality and efficiency improvement” in wet years and extremely wet years. The results of multi-objective coordinated water and sediment regulation in Sanmenxia and Xiaolangdi reservoirs show that the three subsystems of flood and sediment transport,social economy,and ecological environment can achieve high-quality coordination in normal flow years,and improving the ecological satisfaction rate and power generation efficiency will help to improve the coupling coordination level. |
