      “一带一路”中国大陆区水资源条件及支撑能力,关系到“一带一路”国家重大战略的顺利实施。基于对我国“一带一路”战略布局的认识,参考众多文献资料,划定了“一带一路”中国大陆区主体路线及其主要水资源区范围,统计和分析了该水资源区的经济社会发展水平、水资源条件及开发利用情况;采用发展指标与水资源的协调度计算方法,计算水资源承载指数CC,以此来定量分析“一带一路”战略实施前后水资源对区域发展的支撑能力。结果表明:(1)“一带一路”主要水资源区共涉及12个省(市、区)、61个水资源三级分区,总面积达317.14万km2,水资源条件及承载指数存在空间差异;(2)按照现状水资源条件和总体发展趋势,“一带一路”战略实施后的区域整体水资源承载状况相比于实施前呈现下降趋势,必须对应实施一系列调控措施;(3)总体来看,支撑能力不足的地区主要集中在中部地带。针对“一带一路”战略实施前后水资源支撑条件的变化结果进行分析,提出了适应“一带一路”发展的水资源调控对策,为提高水资源支撑能力、保障国家“一带一路”战略顺利实施提供技术支持。

      Water resources conditions and supporting capacity are related to the smooth implementation of "the Belt and Road" which is one of the major national strategies in China mainland. Based on the understanding of "the Belt and Road" strategic layout that put forward by the Chinese government, and reference to many literatures, this paper delineates the main line and water resource areas of "the Belt and Road" in China mainland. The level of social and economic development, the conditions of water resources and the utilization are summarized in these areas. On this basis, we referenced the calculation method of development index and coordination degree of water resources are referenced to calculate the carrying index of water resources CC,which is used to quantitative analysis of the water resources supporting capacity before and after the implementation of "the Belt and Road". The results show that:(1) The main water resources areas of "the Belt and Road" involve in 12 provinces (municipalities and autonomous regions) and 61 subareas of the water resources regionalization Ⅲ with a total area of 3,171,403.91km2, where the water resources conditions and carrying indices are different in space. (2) In accordance with the current situation of water resources and the overall development trend, after the implementation of "the Belt and Road", the carrying index of water resources is trending downward, it is necessary to implement a series of regulatory measures. (3) Overall,the areas with poor water resources supporting capacity are mainly concentrated in the central region. According to the analysis results,the authors put forward the water resources regulatory measures that adapt to the development of "the Belt and Road",which provide technical support for improving the water resources supporting capacity of "the Belt and Road", and ensure the smooth implementation of the national "the Belt and Road"strategy.
