                  Abstract:TheprotectionoftheYangtzeRiverisoneofthemostimportantnationalstrategiesinthenewera.The
                  greendevelopmentoftheYangtzeRiverEconomicBeltwhichlinkedbywaterisfacingmanyproblemsinthe
                  systematicmanagementoftheupper - middle - lowerreachesandtheleft - rightbanksofthebasin ,aswellasthe
                  land - seaintegration, thesupervisionoftheimplementationoftheYangtzeRiverProtectionLaw, andthe
                  comprehensiveplanningandmanagementoftheriverbasinunderchangingenvironment.SupportedbytheStrategic
                  PriorityResearchProgramoftheChineseAcademyofSciencesandNationalNaturalScienceFoundationofChina ,
                  theideaof“YangtzeRiverSimulator” wasproposed bytheauthor’sresearch team in 2019.Thispaper
                  systematicallysummarizestheconceptandconnotationoftheYangtzeRiverSimulator ,andconstructsitsoutline
                  frameworkafteralotofwork.ItisbelievedthattheessenceoftheYangtzeRiverSimulatorisariverbasin
                  simulationsystemandscientificdevicedevelopedbytakingtheYangtzeRiverBasinastheobjectandthewater
                  cycleofthebasinasthelink ,couplingthenaturalprocesswiththehumanprocess.Onthebasisofanalyzingthe
                  functions ,keyscientificproblemsandsubjectrequirementsoftheYangtzeRiverSimulator,thetheoreticalsystem
                  oftheYangtzeRiverSimulatorconstructionisproposed ,whichmainlyincludesEarthSystem ScienceTheory,
                  EconomicandSocialScienceTheory,andInformationScienceTheory.Themethodsystem fortheYangtzeRiver
                  Simulatorisconstructedbyincorporatingfivekeytechnologies(intelligentperceptiontechnology, datafusion
                  technology ,computingsupporttechnology,emergencyprocessingtechnology,serviceconstructiontechnology)and
                  fourmainmethods(computingresourceallocationmethod, numericalsimulationcalculationmethod, artificial
                  intelligencesimulationmethodandoptimizationdecision - makingcontrolmethod).Inaddition,theservicesystem
                  oftheYangtzeRiverSimulatorissummarized ,whichisorientedtosixmajorservices,namelyscientificand
                  technologicalinnovationservices , comprehensivemanagementservices, governmentdecision - makingservices,
                  emergencymanagementservices,publicculturalservices,anddataapplicationservices.Finally,theapplication
                  examplesoftheYangtzeRiverSimulatorV1.0thathavebeendevelopedareintroduced.TheYangtzeRiver
                  Simulatorcan provide important scientific simulation and support tools for scientific management and
                  decision - makingin many fieldssuch aswaterconservancy, environmentalprotection, urban construction,
                  agriculture,industriallayout, naturaldisasterprevention, andpublicincidentpreventionandcontrol.Italso
                  providesreferencefortheresearchanddevelopmentofriversimulatorsintheYellowRiverandotherriverbasinsin
                  China.
