                  Abstract:AccordingtothenationalfloodcontrolactofChina,theflood - limitedwaterlevel(FLWL)definedas
                  theupperboundaryofreservoirimpoundmentoperationduringfloodseason,isakeyparametertotradeoffbetween
                  floodpreventionandconservationoperation,whichaffectsreservoircomprehensiveutilizationbenefits.Inrecent
                  years ,boththewaterresourcesandemergencygovernmentsectionsinChinaexcessivelytendedtopursuetheFL
                  WLduringfloodseason ,whichleadstobothlowfloodutilizationratesandreservoirrefillrates.Manyregionshave
                  sufferedtheshortageofthewatersupplyindryseason,especiallyintheYangtzeRiverbasinencounteredahistori
                  calseveredroughtin2022.Thisstudyreviewedtheexperimentalworkondynamiccontrolofreservoirs ’FLWL,
                  clarifiedthebasisforsettingtheFLWLandthedrawbacksintheprocessofFLWLsupervisionandmanagement,
                  elaboratedonthenecessityandfeasibilityofdynamiccontrolofreservoiroperationalwaterlevels,summarizedthe
                  theoryandmethodsofthedesignfloodestimationforcascadereservoirs ,seasonalFLWLs,anddynamiccontrolof
                  FLWLs ,proposedthekeytechnicalandscientificissuesoftherelatedresearchdomain.Finally,wesuggestto
                  strengthenthecapacitybuildingofhydraulicinfrastructure,toreviseandimprovecurrentfloodcontrolactandreg
                  ulationsaswellasdesignfloodguidelines,toestablishtheoperatingmechanismcorrespondingtohigh - qualityde
                  velopmentofwaterresources ,tocoordinatethefloodpreventionanddroughtrelief,andtorealizedynamiccontrol
                  ofreservoirwaterlevelsandhigh - efficientfloodutilization.
