Abstract:Watershed system science has elevated the traditional river management to the comprehensive manage⁃
ment of water-sediment transport,eco-environment and socio-economy elements in the watershed systems,innovat⁃
ing the paradigm of forward-looking strategic research at the watershed scale. In recent years,the continuous explora⁃
tion and practice have gradually improved the theoretical and methodological system of watershed system science. In
this paper,we clarify the theory and method of watershed system science,with a focus on analyzing the unique
aspects of research content (including research objects,research needs,and research scales),disciplinary founda⁃
tions and research methods. Then,we construct a model framework and its mathematical formula for watershed
system governance,and further explored the application methods of water resource allocation,water and sediment
regulation,and comprehensive management of the delta region in the Yellow River Basin. Finally,we propose the
“generalized Yellow River Basin system”and “generalized water-sediment regulation system”thinking for the Yellow
River Basin governance in the new period. These concepts are helpful for providing theoretical basis and technical
support for the strategic allocation pattern of ecological protection and high-quality development in the Yellow River
Basin.
