Abstract:Studyoncomprehensiveresponsetoseveredroughtinthecontextofglobalchangeisamajornational
practicedemandandscientificandtechnologicalfrontiertopic.Thelarge - scale ,long - durationandhigh - intensity
severedroughthasthedifficultpointsincoordinationofpointandareamonitoring,predictionofdevelopmentsitua
tion ,diagnosisofdroughtseverity,andbalancingsupplyanddemandregulation.Thisstudyproposesthreekey
scientificissuesforthepreventionandcontrolofseveredrought ,inthefuture,multi - technologyintegrationshould
beusedasameanstofurthersystematicallyrevealtheformationandevolutionmechanismofseveredrought ,inno
vatethetwo - wayregulationmechanismofsupplyanddemandunderseveredrought,createacompletesetof“mo
nitoring - forecast - diagnosis - regulation ”theoryandtechnologysystemandequipmentwithindependentintellectual
propertyrightsforthewholeprocessofseveredrought.Technologicalbreakthroughswillbemadeintheareasof
panoramicmonitoring ,accurateforecasting,accuratediagnosisandintelligentdispatchingoftheseveredrought,
whichmaybettersupportforecasting,earlywarning,rehearsalandpreschemefordrought,andprovidescientific
andtechnologicalsupportforChina’sresponsetoseveredrought.
