                  beusedasameanstofurthersystematicallyrevealtheformationandevolutionmechanismofseveredrought ,inno
                  vatethetwo - wayregulationmechanismofsupplyanddemandunderseveredrought,createacompletesetof“mo
                  nitoring - forecast - diagnosis - regulation ”theoryandtechnologysystemandequipmentwithindependentintellectual
