                  Abstract:TheJiziwanisthecoreareafortheimplementationofmajornationalstrategiesoftheecologicalconser
                  vationandhigh - qualitydevelopmentoftheYellowRiverBasin.However ,regionaldevelopmentofJiziwanhas
                  beenseverelyrestrictedbytheshortageofwaterresourcesforalongtime.TheproposedschemeoftheJiziwanwater
                  networkoftheYellowRiveristotransferwaterintotheTaoheRiverwiththehelpofthewestrouteoftheSouth - to -
                  NorthWaterDiversionProject.BytakingfulluseoftheelevationdifferencebetweentheTaoheRiverandtheJiz
                  iwanareaoftheYellowRiver ,itwilltraversetheTaoheRiverandWeiheRiverwatershedintheform oftunnels
                  andextendtoLoessPlateauandotherareas.Thewholeprocessofartesianwaterisdivertedtothehighlandofthe
                  BaiyuMountaininthemiddlepartoftheJiziwan ,forminganartificial“waterridge”.Takingitastheaxis,thear
                  tesianflowradiatesrespectivelytoeast,northandsouthforthethreemajordevelopmentzones,successivelycross
                  ingthenaturalriversystemssuchastheWeiheRiveranditstributariesXianhe ,Sandu,NanheandHulurivers,
                  andPuheandMalianriversastributariesoftheJingheRiver,aswellasQingshui,Tianshui,Beiluo,Wuding
                  andYanherivers ,formingtheoverallframeworkoftheJiziwanwaternetworkwith“oneaxis,threebeltsandten
                  areas ”.Accordingtotheideaofwatersupplytargethierarchicalplanningandstep - by - stepimplementation,the

                  appropriatewaterdiversionscaleisproposedtobe2.5to5.4billionm .TheJiziwanwaternetworkoftheYellowRiv
                  erisasupportingconceptfortheeastextensionofthewestrouteoftheSouth - to - NorthWaterDiversionProject ,
                  whichisanimprovementofthewestrouteplan.Itcanachievehighwaterhighuseanddedicatedlinededicateduse,
                  andcanalsoopenupthe“WeiheRiverChannel”forwaterdeliveryonthewestrouteoftheSouth - to - NorthWater
                  DiversionProject,realizingtheoptimizedpatternof“three - linewaterdistribution”.Throughthe“complementary
                  andmutual - aid ”betweentheWaterDiversionProjectfrom HanRivertoWeiheRiverandthemiddlelineofthe
                  South - to - NorthWaterDiversionProject ,thewatersupplyguaranteerateinthereceivingareaofthemiddlelineof
                  theSouth - to - NorthWaterDiversionProjectandtheJiziwanareawillbeimproved.TheconstructionoftheJiziwan
                  waternetworkoftheYellowRiverisofgreatsignificancetosystematicallysolvetheproblemofregionalwaterresource
                  constraintsandpromotetheecologicalprotectionandhigh - qualitydevelopmentoftheYellowRiverBasin.
