Abstract:Coordinatingriverbasingovernanceandurbandevelopmentisthekeypathtosystematicallysolvethe
watershortage,waterecologicaldamageandfrequentflooddisastersencounteredintheurbandevelopmentprocess.
Basedontheanalysisofthemainproblemsfacedbytheoverallplanningofriverbasingovernanceandurbandevelop
ment,theEcologicalIndustrialParkinthecentralregionofDongguanCitylocatedintheHanxiRiverBasinistaken
astheresearchobject,andthesynergisticmechanismofurbanwatersystemplanningintheoverallplanningofriver
basingovernanceanddevelopmentisdiscussedsystematically.Theresultsshowthaturbanwatersystemplanningand
itscoordinationmechanismcancoordinateurbandevelopmentandwatershedgovernance,toachievethegoalofensu
ringthesafetyoffloodcontrolanddrainageincitiesandwatersheds ,protectingthewaterenvironment,savingwater
resources ,andpromotingthepositiveinteractionbetweenwatershedsecurityandurbandevelopment.

Abstract:DroughtandwatershortagearethebasicwaterconditionsinNingxia,andwater - baseddevelopmentis
theonlywayforNingxia’shigh - qualitydevelopment.Aimingatthewaterresourcesconditionsandsocio - economic
characteristicsofNingxia ,theobjectivefunctionandclassificationconstraintsareestablishedaccordingtothere
quirementsof“waterdominatesdevelopment” multi -objective optimization model.The feasible range of
developmentspaceandwateruseefficiencyisobtainedbyanalyzingthecoordinationrelationshipbetweenwaterand
“human,industry,land,andurban”,or“FourDeterminations”.Therigidguaranteedemandisdefinedbased
onthedevelopmentstrategy.Followingtheprincipleof“ensuringrigiddemand,efficiencydrivingandregionalbal
ance ”,theanalysisofthe“waterdominatesdevelopment”schemeinthewholeregioniscarriedoutbasedoncoun
ty - levelunits ,andthescalecontrolobjectivesandwaterallocationschemeof“FourDeterminations”areobtained.

Theresultsshowthatundertheconstraintsoftotalwateruseof7.327billionm andwaterconsumptionof4.15billion

m inthewholeregion,the“FourDeterminations”scalethatmeetstheoverallwell - offlevelis7.5millionpeople,

548.1billionyuanGDP,0.847millionhm irrigationareaand791km built - uparea.Thecomprehensiveevaluation
showsthatthe “waterdominatesdevelopment”schememeetstherequirementsofhighquality,andhashigherregional
balanceandwaterfairnessthanthecurrentsituation.Therelationshipbetweenobjectivesofefficiencyandequityisan
alyzedbasedonscenarioswithdifferentpreferences ,andtheresultsshowthesignificantimpactsofsettingsofobjec
tivesandrestraints,hencethecomprehensiveevaluationofthescenariosisnecessary.Bycomparingthecurrentsitua
tionwiththeobjectivesofthe “waterdominatesdevelopment”plan,thecontrolcountermeasurestoguidethelayoutof
regionaleconomicandsocialdevelopmentareproposed ,whichcouldbereferentialforrelevantdecision - making.
