                  threethresholdswerepreliminarilydiscussed.ThecorrespondingthresholdsofBeijing ,Tokyo,Shenzhenandother
                  citieswereanalyzedandquantifiedbycomprehensiveliteratureresearchandfloodeventsdeduction.Theprevention
                  andcontrolstrategieswerediscussedunderthemagnitudeofrainstormthatexceedsNOT ,NWT,NDTstandards,
                  andthecollaborativeapproachesofurbandrainageandfloodpreventionthresholdsisproposed.Theresultscan
                  providedecision - makingsupportforpreventionandcontrolofflooddisastersunderextremerainstorminurbanareas.

                  termsofinstitutionalinnovation , a planning transmission mechanism hasbeen established, a flood risk
                  assessmentsystemhasbeenimplemented ,andvertical,storagevolumeandrivermanagementandothercontrol
                  indicatorshavebeenincorporatedintotheplanninglandconditions ,asthemanagementbasisfortheentirelife
                  cycleoftheproject’sconstruction,toensurethetransformationofthegoalofaresilientcity.Guangzhouprovides
                  experienceformetropolistoreducefloodriskintheconstructionstage.
