                  Abstract:ToassesstheeffectivenessoftheNationalWaterNetwork(NWN)inalleviatingwatershortagesinChi
                  na ’sprefecture - levelcities,thispapercollectsdetaileddataonwaterdiversionprojectsthatwerecompletedand
                  begansupplyingwaterbytheendof2022.Thewatershortagesituationineachprefecture - levelcitywasevaluated
                  undertwoscenarios :withandwithoutwaterdiversionprojects,inordertoanalyzetheimpactofNWNonallevia
                  tingwatershortages.Thestudyshowsthat ,withoutwaterdiversionprojects,95citiesinChinafacewatershorta

                  ges ,withanannualaveragewatershortageof50.56billionm .Bytheendof2022,atotalof76waterdiversion
                  projectshadbeencompletedandputintooperation,withadesignedwaterdiversioncapacityofapproximately66.8

                  billionm peryear.ThewaterallocationenabledbytheNWNcanalleviatewatershortagesin62cities,with31of
                  thesecitiestransitioningfrom water - deficienttowater - sufficient ,mainlyconcentratedintheBeijing - Tianjin -
                  HebeiregionandpartsofHenanandZhejiangprovinces.Additionally ,theNWNhasincreasedtheproportionofa
                  vailablewaterinsomeprovincialcapitalssuchasXi ’an,Changchun,andGuangzhou,aswellaseconomically
                  developedcitiessuchasDalian ,Luoyang,andYantai,ensuringstableandsecureurbanwatersupplies.The
                  findingsofthisstudyprovideareferenceforfutureplanningoftheNWNandadjustmentstorelatedindustrialpoli
                  cies.
