Variable Pythagorean fuzzy VIKOR evaluation regulation model of
water resources system resilience and its application

Abstract:Evaluation and regulation of water resources system resilience is one of the important ways to al⁃
leviate water resources crisis and avoid water resources risk. Combined with the connotation of resilience,
this paper analyzes the diversity and complexity of the pressure on water resources system, and the ability
of absorbing disturbance, and constructs the resilience evaluation index system from three aspects of resis⁃
tance, resilience and adaptability. Aiming at the subjective hesitation of decision makers between adjacent
fuzzy linguistic variables in the Pythagorean fuzzy VIKOR method, a variable Pythagorean fuzzy VIKOR
multi criteria decision-making model is constructed based on the objective data of resilience evaluation in⁃
dex and the relative membership method of variable set. This model describes the characteristics of resil⁃
ience level and spatiotemporal evolution with the help of benefit ratio. Through anomaly detection of compro⁃
mise ranking value,the main regulation direction and corresponding indicators are mined,and then the re⁃
silience evaluation and regulation analysis of water resources system are realized. Finally,the model was ap⁃
plied to the evaluation and regulation analysis of water resources system resilience of 11 provincial adminis⁃
trative regions in the Yangtze River economic belt from 2008 to 2017. The results show that from 2008 to
2017, the resilience of water resources system in the Yangtze River economic belt is on the rise, but it
has declined to a certain extent since 2015; there are great differences in the resilience levels of each
province,showing the regional distribution of weak in the east section,strong in the West section and mid⁃
dle section; at present, the main regulation direction of the resilience of water resources system is the
adaptability subsystem.
