Abstract:Contradictionbetweenhighstandardofurbanrainstormfloodpreventionandintensivelandusesinhigh -
densitycitiesissignificant.Thecharacteristicsandlimitationsoftraditionalfloodcontrolmodewereanalyzed,and
anewtheoreticalframeworkofurbanrainstormfloodpreventioninhigh - densitycitieswasproposed.Theframework
includesthreelevels :objectives,connotationandmethodology.Becauseitisdifficultforthetraditionalfloodman
agementmodetosignificantlyimprovetheurbanrainstormfloodpreventionstandard,authorsinthisstudyproposed
anewsolutioninthistheoreticalframework.TheShenzhenRiverbasininShenzhenCitywasselectedasthestudy
area ,andthecasestudywascarriedoutinthispaper.Theresultsshowedthattheplanninganddesignofurban
rainstormfloodpreventionprojectsbyusingthisframeworkcannotonlymeettheeconomicandrestrictiveprinciples
inhigh - densityurbanizationarea,butalsoachievethejointpreventionofurbanrainstormflood,andsatisfytheo
verallstandard.Thepracticethatthistheoreticalframeworkcanprovideanewtheoreticalbasisforurbanrainstorm
floodpreventioninChina.

Abstract:Inthecontextofglobalclimatewarmingandrapidurbanization,thepossibilityanduncertaintyofex
tremerainstormfloodingareincreasing,whiletheobjectsthreatenbyfloods,disaster - causingmechanism,dis
astermode ,losscompositionandriskcharacteristicsarechangingsignificantly.Basedonthefieldinvestigation
andanalysisoftypicalcasesofthe “7.20”extremerainstormflooddisasterinZhengzhouinJuly2021,thispaper
expoundstheevolutionmechanismandtrendofthelinkage ,mutationandtransmissibilityoffloodriskincurrent
society,andcombinedwiththeconceptandpracticeofinternationalcommunityco - existingwithwateranden
hancingresilience ,theflooddisasterpreventionandcontrolstrategysuitableforthebasicnationalconditionsof
theneweraunderthechangingenvironmentisdiscussed.Theresultsshowthattodealwithextremerainstormand
flooddisastersintheprocessofrapidurbanization ,itisnecessarytomakeoverallplanningofcomprehensivewa
tercontrolbasedonwatershed.Onlybybuildingacitythatisnotafraidoffloodingcanweachievethegoalofhar
monybetweenmanandwater.Intherealityofunbalancedandinadequatedevelopment ,theimprovementand
perfectionofflooddisasterriskmanagementandemergencymanagementsystem andoperationmechanism isnot
onlytoensuresafety,butalsotoescorttherapidandstableeconomicandsocialdevelopmentinthenewera.
